The other may be an intermittent signal caused by a faulty microphone — and that is close to hopeless. They sound the same when described, but what can actually be done is worlds apart.
So we will not give you a price before we have heard and watched the file. Send the file, let us assess it in practice, we report the improvement you can expect, and we quote only if we judge it can be handled — then you decide whether to go ahead. If we judge that it cannot be fixed, we will explain why, directly.

We tell you what we found and how much improvement you can expect, and send a quote for you to decide on. If we judge that it cannot be handled, we will say so directly rather than take the job on regardless.
We start work once the quote is agreed and payment is complete. When it is finished we deliver the files through Google Drive, along with a before-and-after comparison for you to check.
